New and amended registration rules proposed to improve animal welfare and integrity outcomes

Greyhound Racing Victoria is proposing a suite of new rules covering the registration of participants aimed at improving animal welfare and integrity outcomes.

The proposed new and strengthened registration requirements build on animal welfare, integrity and other initiatives put in place by GRV over the past 18 months.

The proposed changes include:

  • The introduction of new categories of registration for those engaged in whelping, rearing and educating greyhounds;
  • The revision of existing categories of registration and the strengthening of registration requirements;
  • The introduction of registration for greyhound properties;
  • Monitoring the location and activities of greyhounds throughout their lifecycle; and
  • The introduction of a fit and proper person requirement, including an ID check.

“The proposed new and strengthened registration requirements were developed following significant input and comments from participants and stakeholders at forums and workshops held by GRV across the state throughout 2016,” GRV CEO Alan Clayton said.

“These initiatives form an important part of GRV’s ongoing welfare and integrity reform program as we work with participants and stakeholders to ensure a strong future for Victorian greyhound racing.”

 

 

The new fit and proper person requirement will come into effect from 1 July 2017, with other new and enhanced rules introduced progressively.

New applicants will need to meet fit and proper person requirements from 1 July 2017, with existing applicants needing to meet requirements from 1 December 2017 at the expiry of their current registration.

All participants will need to disclose relevant information relating to their fitness and propriety during their registration.

All registrations will also have a standard condition imposed that they must meet education requirements as set by the GRV Board.

The proposed new and amended rules will apply to all existing registered participants and to those seeking registration for the first time.

All participants and members of the community are invited to make a submission on the proposed changes by 5pm, 29 May 2017.
