From April 2026, Greyhound Racing Victoria (GRV) will introduce Remote Inspection Reports as part of its broader kennel inspection program. This initiative uses modern digital tools to support animal welfare, integrity and compliance, while providing flexibility for eligible participants.
Why is GRV introducing Remote Inspection Reports?
GRV is expanding its kennel inspection program to ensure a strong, year round inspection presence across Victoria.
Remote Inspection Reports allow GRV to:
- Increase the overall frequency and coverage of kennel inspections
- Make better use of modern technology and digital tools
- Provide flexibility for participants, particularly those in remote locations or assessed as lower risk
- Continue to uphold high standards of animal welfare and racing integrity
This approach complements existing in person inspections and supports a risk based compliance framework.
What are the benefits of Remote Inspection Reports?
Remote Inspection Reports:
- Ensure all participants remain subject to regular inspection oversight
- Offer greater flexibility in how inspections are completed
- Support increased inspection activity across the industry
- Improve oversight of regional and remote kennels
- Allow integrity resources to be focused where they are most needed
Importantly, all inspections continue to be assessed and reviewed by GRV Investigative Stewards.
Will Remote Inspection Reports replace in person inspections?
No.
Remote Inspection Reports are in addition to, not a replacement for:
- In person kennel inspections conducted by Investigative Stewards
- Out of competition inspections and testing
- Race day inspections conducted by Stewards
In person inspections will continue to form a critical part of GRV’s integrity and welfare framework.
Can participants request a Remote Inspection Report?
No.
Eligibility for Remote Inspection Reports will be determined by GRV through a risk based inspection matrix managed by Greyhound Racing Integrity & Welfare (GRIW).
Participants will be notified if they are selected to undertake a Remote Inspection Report.
Is there a limit to the number of Remote Inspection Reports a participant may receive?
No fixed limit applies.
Participants may be subject to a combination of:
- Remote Inspection Reports, and
- In person kennel inspections
It is anticipated that all participants will continue to undergo an in person kennel inspection approximately every 18 months to two years, depending on individual circumstances and risk assessments.
When will Remote Inspection Reports commence?
GRV anticipates Remote Inspection Reports will commence around April 2026.
How will a Remote Inspection Report be conducted?
Participants selected for a Remote Inspection Report will receive an email from GRV containing a secure link to an online inspection form.
The form will:
- Be completed by a registered participant linked to the kennel
- Ask a series of questions aligned with the Code of Practice for the Keeping of Racing Greyhounds
- Require the upload of supporting photographs for specified areas
- Be accessible via mobile phone, tablet, laptop or desktop computer
Once submitted, the inspection will be reviewed by an Investigative Steward.
Am I required to complete a Remote Inspection Report if requested?
Yes.
Participants will be provided with a due date for completion. Failure to complete the inspection within the required timeframe may constitute a breach of the Greyhounds Australasia Rules and may result in compliance action.
GRV recognises that some participants may require assistance with technology and will provide support to help participants complete the inspection where needed.
