Prosecutions Overview

Victorian Civil and Administrative Tribunal

Ibrahim Kama – VCAT Decision 13 September 2024 – GAR156(f)(ii), GAR165(a), GAR21(2), Between 18 September 2023 and 6 February 2024, Mr Kama engaged in improper conduct, failed to prevent greyhounds from being subjected to unnecessary pain and suffering and trialled an injured greyhound when stood down. On 4 March 2024, the VRT imposed a total disqualification period of 18 months, with 6 months suspended for 24 months, and a $750 fine with $500 suspended for 24 months. VCAT affirmed the VRT’s decision of a total disqualification period of 18 months, with 6 months suspended for 24 months. VCAT varied the fine to a 4-month disqualification period with 2 months suspended for 24 months, which is to be served concurrently.

Victorian Racing Tribunal

Leanne Reed – VRT Hearing 3 September 2024 – GAR21(1)(c), GAR21(3), GAR156(w) & GAR156(h), On 23 November 2023, Ms Reed failed to provide appropriate kennels, caused or permitted conditions likely to be dangerous to the welfare of greyhounds, failed to possess an EHMP and failed to comply with Lawful Orders to provide compliant kennels. Ms Reed did not attend the hearing. The VRT found Ms Reed guilty on all charges and imposed a total disqualification period of 12 months, in addition to a $500 fine.

John Pizanis – VRT Hearing 4 September 2024 – GAR156(v) & GAR156(d), On 20 October 2022, Mr Pizanis conspired with another person to breach the Rules of Racing, in that Mr Pizanis registered a greyhound in his name while it remained in the care of an unregistered person. Mr Pizanis pleaded guilty. The VRT imposed a 3-month suspension and a $2000 fine with $1500 suspended for 12 months.

Vincent Daffy – VRT Hearing 5 September 2024 – GAR141(1), failed to present the greyhound “Vinnie’s Camel” free of the prohibited substance ‘Salbutamol’ for an event at Traralgon on 20 November 2023. Mr Daffy pleaded guilty. The VRT imposed a 6-month suspension, wholly suspended for 12 months. “Vinnie’s Camel” was disqualified from the event.

John Boreland – VRT Hearing 16 September 2024 – GAR141(1) & GAR139(3), failed to present the greyhounds “Rio Lily”, “Thick As Thieves”, “Rio Whizzer” and “Unacceptable Pen” free of the permanently banned prohibited substances ‘Amphetamine, Hydroxyamphetamine, Methamphetamine and Hydroxymethamphetamine, 4-Hydroxyamphetamine, and 4-Hydroxymethamphetamine’ for events at Healesville, Ballarat and Traralgon on 3 December 2023, 13 December 2023, 17 May 2024 and 17 June 2024, in addition to a positive out of competition sample for “Aston Axinite”. Mr Boreland pleaded guilty. The VRT imposed a total disqualification period of 24 months. “Rio Lily”, “Thick As Thieves”, “Rio Whizzer” and “Unacceptable Pen” were disqualified from the events.

Tyllah Boreland – VRT Hearing 16 September 2024 – GAR141(1), failed to present the greyhound “Immunity Idol” free of the permanently banned prohibited substances ‘Amphetamine, Hydroxyamphetamine, Methamphetamine and Hydroxymethamphetamine’ for an event at Healesville on 14 January 2024. Ms Boreland pleaded guilty. The VRT imposed a 6-month suspension, with 3 months suspended for 12 months. “Immunity Idol” was disqualified from the event.

Garry Selkrig – VRT Hearing 24 September 2024 – GAR141(1) & GAR151(1), failed to present the greyhound “Short and Stumpy” free of the prohibited substance ‘Metformin’ for an event at Warragul on 15 September 2023. Mr Selkrig pleaded guilty. The VRT imposed a $500 fine, in addition to a total fine of $500, wholly suspended for 12 months for failing to maintain treatment records. “Short and Stumpy” was disqualified from the event.

Garry Barnsley – VRT Hearing 25 September 2024 – GAR141(1), failed to present the greyhound “Block Busted” free of the prohibited substance ‘Theobromine’ for an event at Traralgon on 6 December 2023. Mr Barnsley pleaded guilty. The VRT imposed a 4-month suspension and a $2000 fine, wholly suspended for 24 months. “Block Busted” was disqualified from the event.

Neville Bischard – VRT Appeal 26 September 2024 – GAR124, the greyhound “Aussie Can” was charged with failing to pursue at Healesville on 17 September 2024. Mr Bischard pleaded not guilty. The VRT dismissed the appeal.

Stewards’ Hearing Reports

Adrian Anderson – Investigative Stewards Hearing 13 September 2024 – GAR30, On 12 August 2024, Mr Anderson applied and used a prohibited barking muzzle on a greyhound. Mr Anderson pleaded guilty. Investigative Stewards imposed a $200 fine, wholly suspended for 12 months.
