New approach for managing unpaid fines and prizemoney debts

GRV wishes to announce a new approach to managing unpaid fines and prizemoney that has not been returned. This will be implemented to drive improved compliance and behaviour among participants. 

Non-payment of fines and failing to return prizemoney (which usually relates to race disqualification for irregular samples) poses a significant integrity and reputational risk for GRV.   

In July 2025, GRV’s Board determined to suspend any registered person who has failed to pay a fine or return prizemoney within the permitted 14 days under Local Rule 69B and has established a process for how this will be managed.  

GRV intends to communicate directly with participants to recover outstanding fines and prizemoney debts and will embed the approved recovery process into current business processes to prevent future non-compliance.  

FAQs

How do I know if I have outstanding fines or prizemoney debts?

GRV will be contacting individuals with outstanding fines or prizemoney debts in coming weeks via email and SMS, informing them that they have 14 days to pay or enter into an acceptable payment plan to avoid suspension.

You can check your FastTrack account for unpaid fines and prizemoney debts: go to My Account >My Finances and if you see an Outstanding Fine link in the top right corner, you have outstanding fines or prizemoney debts. Simply click on the link for details and to make payment. If you don’t see the link, you don’t have an outstanding fine or prizemoney debt.

How long do I have to pay fines or prizemoney debts?

All fines and prizemoney debts are due within 14 days under the Local Rule 69B.

What happens if I don’t pay any fines or prizemoney debts within the time allowed?

Under the new recovery process, if payment is not made or an acceptable payment plan put in place within the permitted time, you will be notified in writing that you have 14 days to pay in full or enter into an acceptable payment plan to avoid automatic suspension.

If you are suspended due to non-payment, you will remain suspended until your registration expires, you enter into an acceptable payment plan, or the full amount owing is paid and processed by GRV.

Why is GRV intending to impose suspensions for unpaid fines and prizemoney debts?

Local Rule 69B permits a Controlling Body to suspend or cancel the registration of any person who fails to pay a fine imposed on them for breach of the Rules or for failing to return prizemoney as a result of a disqualified greyhound.

Non-payment of fines and failing to return prizemoney poses a significant integrity and reputational risk for GRV.

This process aims to proactively identify and rectify these incidents to drive improved behaviour and compliance among participants.

What happens if I have a payment plan in place when my registration is due for renewal?

Even if a payment plan is in place or payment is not overdue, you are not eligible for registration under the Local Rules.  All fines and prizemoney debts must be paid in full.

Can I still arrange to pay a fine or a prizemoney debt in instalments?

Yes, provided the payment plan meets the new standard terms of $50 per week or 12 instalments, whichever is greater.

For example, for a fine of $200, an acceptable plan would be for four weekly instalments of $50.

Note that if any instalment is not paid on time, the payment plan becomes overdue, and an automatic suspension will occur.

What will happen to my current instalment plan?

Any existing payment plans with more than 12 instalments, or have instalments of less than $50 per week, or both, are no longer acceptable and a new plan must be entered into.

Can I apply for a variation in instalments due to financial hardship?

You may be able to ask for a variation to the maximum number of instalments if you can provide evidence that enforcement of the standard acceptable payment terms would cause you substantial financial hardship.  No variation to the minimum payment amount of $50 per week is available.

How do I pay a fine or prizemoney debts?

Payments can only be made by debit or credit card.  Cheques and bank transfers will not be accepted.

All payments of fines or prizemoney debts, in full or by instalments under an acceptable payment plan, are managed in FastTrack, and you will be able to view and pay via your FastTrack account.

Log into your FastTrack account, go to My Account, click on My Finances and look for the Outstanding Fines link at the top right corner of the page.  Click on the link, hit the Pay button, and follow the prompts to enter your card details and submit.

Payments over the phone can only be made via GRV’s Finance Team using a debit or credit card. Call 03 8329 1104 to speak to the Finance Team.

Will my greyhounds be affected if I am suspended for non-payment?

Yes, if you have been suspended under LR69B, your greyhounds will be ineligible for any racing or breeding activities.

Transferring greyhounds to another participant will require permission of the Chief Steward as per LR67.2.
