Overview
Greyhound Racing Victoria is responsible for the control of the sport of greyhound racing in Victoria, utilising a range of measures:
- Legislation – the Governing Acts and Code of Practice
- Policy and other guidance – Key policies, guidance
- Regulatory relationships – stakeholders, industry and government partners involved in the regulation of greyhound racing in Victoria
- GRV’s regulatory approach – sets out GRV’s approach to regulating the greyhound racing industry
- Compliance and enforcement – GRV works in partnership with Victoria Police, RSPCA and other government agencies to build a culture of compliance in the greyhound racing industry
Legislation
Racing Act 1958
This is GRV’s primary act. The Racing Act gives the GRV Board broad powers to make rules in relation to the “control of the sport of greyhound racing”, including trial tracks, in Victoria
Prevention of Cruelty to Animals Act 1986
The Prevention of Cruelty to Animals Act aims to prevent cruelty to animals, encourages the considerate treatment of animals and improve the level of community awareness about the prevention of cruelty to animals.
Domestic Animals Act 1994.
The Domestic Animals Act 1994 regulates the responsible ownership of dogs and the provision of a registration scheme for “domestic animal businesses”, including applicable Greyhound establishments that fall within its ambit.
Greyhound Racing Victoria works with a wide range of government partners, industry associations and stakeholders as part of its overall approach to the regulation of the greyhound industry.
Racing Appeal and Disciplinary Bodies
Victorian Civil and Administrative Tribunal (VCAT)
The Victorian Civil and Administrative Tribunal provides independent review of administrative decisions made by the Victorian government and selected non-government bodies, including appeals against the findings of the Greyhound Racing Victoria Racing Appeals and Disciplinary Board. The Greyhound Racing Victoria Racing Appeals and Disciplinary Board (RADB)
The RADB is an independent Board established to hear and determine appeals from decisions of the stewards and to also hear and determine alleged breaches of specified serious offences under the Rules of Racing. Go to the RADB website here.

The Office of Liquor, Gaming and Racing provides strategic policy advice and support to the Ministers for Racing, Gaming and Liquor Regulation and the Department’s Secretary, Department of Justice & Regulation on gaming, liquor and racing related issues. Victorian Commission for Gambling and Liquor Regulation (VCGLR)
The Victorian Commission for Gambling and Liquor Regulation is the independent statutory authority that administers Victoria’s liquor and gambling laws.
