The NPC checks are done by National Crime Check. To protect the integrity of the NPCs, GRV does not see or do any of the back-end processing, that is all done by National Crime Check.  GRV only gets access to the result – the NPC Certificate.

When completing the NPC online, you will need to take a photo of your face directly facing the camera. You will also need to provide four different types of identification and must include:

• one commencement document that verifies your identify and date of birth such as an Australian Birth Certificate, Passport, Citizenship Certificate, some DFAT issued documents; and
• one primary document such as an Australian Driver’s License, Overseas Passport or Proof of Age / Photo ID; and
• one or two secondary documents such as a Medicare Card, Credit / Debit Card, Enrolment with the Australian Electoral Commission, DFAT Certificate of Identify or an Australian government issued Seniors Card including DVA

If you do not have the documents listed as needed to obtain an NPC, please contact the National Crime Check customer support team via email at [email protected] and they will advise if there is an alternative.

The GRV Board has issued you with a direction to provide a NPC under Local Rule 19.6.

All registered adults in all registration categories are required to provide an updated NPC as part of the NPC Audit. GRV will assess the NPC against the requirement to be a ‘fit and proper’ person.

GRV has become aware that the NPCs being provided on registration did not have the level of disclosure needed for regulatory purposes and may not have disclosed a person’s criminal history.

Some returning participants may also not have provided a NPC as part of the regular registration cycle.

LR 19.6 allows the GRV Board to require you to provide the NPC and to cancel your registration, or suspend you from participating in greyhound racing, if you don’t provide the NPC within the period specified.

GRV Board regulates the sport of greyhound racing under the Racing Act 1958. This regulatory function includes registering people seeking to participate in the sport. The Board may only consider a person for registration, or to remain registered, if that person meets the eligibility requirements.

To be eligible for registration, the person must satisfy the Board that they are a ‘fit and proper’ person to be registered. The ‘fit and proper’ person test is a point in time determination of suitability and includes an assessment includes matters relevant to the category of registration. This may be a person’s character, reputation, honesty, integrity, criminal history and history related to animal welfare.

The requirement to be a fit and proper person is an ongoing requirement and LR 19.2 makes it a condition of registration that a person is and remains a fit and proper person to be registered.

Your NPC will be reviewed against the requirement to be a fit and proper person to be registered, in particular, with reference to any criminal history.

The Board has required every registered adult in all registration categories to have a valid email address on their FastTrack account.

You must provide the email address under LR 19.6.

Your email address will be used as part of the NPC Audit. Your NPC results will be sent to this address. Please make sure that the email address you provide has the level of security and privacy you want for your NPC.

While it is best practice to have your own unique email address, you may continue to use a shared email address. However, each person must ensure that they follow the correct personalised link for their own NPC application. You should also be aware that your NPC may be seen by other people as there will not be any additional security for shared email addresses.

It is standard for a suitability assessment in a regulatory environment to be based on the “employee” level of check where the level of disclosure is at its widest. A volunteers NPC will not have the level of disclosure needed for regulatory purposes.

Generally, it will take around 3 – 10 business days, but it can take up to one month.

There is no automatic cancellation as part of this process. If the Board is considering cancelling your registration, you will be provided with an opportunity to make submissions before any final decisions are made.

National Crime Check will not retain your NPC beyond 3 months of it being issued and GRV will not retain your NPC beyond 12 months.

The outcomes of your NPC will not be disclosed to anyone outside of the necessary GRV employees undertaking the NPC Audit, the Board if your registration is escalated, the Stewards if you have failed to disclose an offence or any disclosure as part of an appeal.

Yes. GRV may get access to your spent convictions.

Whether they are still relevant will depend on what the conviction relates to and whether it would affect your eligibility to be registered. For example, breaches of animal welfare legislation will always be considered relevant.

If there are no disclosable outcomes on your NPC, GRV will simply record that you have provided a current NPC in FastTrack.

If you have a low level disclosable outcome such a minor traffic offence, GRV will review your NPC and simply record that you have provided a current NPC in FastTrack.

If you have a few offences or intermediate level charges, GRV will review your NPC and may contact you for further information to assist in determining whether your NPC should be escalated for consideration by the Board. If your NPC is not escalated, GRV will review your NPC and simply record that you have provided a current NPC in FastTrack.

If you have significant offences, or your disclosures have been escalated for consideration by the Board, GRV will contact you. You will be given the opportunity to provide further information about the offending and the impact of the offending on your registration. The GRV Board will consider your response when determining whether you should continue to remain registered.

The GRV Board has required all registered adults in all registration categories to have an updated NPC, so there will be a significant number of NPCs to process. GRV are unable to provide an accurate timeframe for the whole of this process.

GRV will, however, review your NPC as soon as practicable. Time frames will largely depend on how many participants have disclosable outcomes on their NPCs that may require escalation.

A representative from GRV’s Greyhound Welfare & Integrity Unit (previously the GRIU) will contact you regarding any potential breach of the Rules in failing to notify GRV of convictions.

Further action (if any) will depend on the nature of the convictions and when they occurred.

If the GRV Board determines to put conditions on your registration or cancel your registration, you can lodge an appeal to the Victorian Civil and Administrative Tribunal (VCAT). Further information can be found on the VCAT Website.
